Arsenal are believed to be closing in on the midfielder and are confident they can land Suarez in a £20million transfer.
The Gunners would prefer a loan deal with a view to a permanent switch in the summer, and Barcelona were thought to be keen to offload the underperforming Spaniard.
But the Mirror claim Barcelona are now trying to block Suarezs exit and want to keep hold of the 25-year-old.
Barcelona have even told Arsenal they do not want to do business, which could be a major blow to Unai Emerys January plans.
Emery is on the hunt for several additions to his squad, with a midfielder, a winger and a defender on his wanted list.
Injuries have depleted Emerys squad and Arsenal are searching for reinforcements that will not break the bank.
Suarez is thought to be keen on a reunion with Emery, who coached him while he was at Sevilla.
Emery refused to be drawn into speculation about Arsenals pursuit of Suarez, insisting he did not know if the club were chasing the talented Spain international.
While Barcelona might now be reluctant to part ways with Suarez, they stoked further speculation surrounding their player by leaving him out of the squad that took on Getafe on Sunday.
Suarez did not even make the bench for the La Liga game, intensifying rumours he is preparing for an exit from Spain.
